Simon was a Member of Parliament from 1987-2017. He was a parliamentary secretary in the Thatcher government, a government whip under Major, then a Minister in the Department of Health, covering social care, mental health and sexual health. In Opposition, he was a member of the Health Select Committee for six years, and when the Conservatives were returned to office in 2010, he became Minister for Health, responsible for NHS and NHS procurement. He finished his ministerial career as Minister for Transport, overseeing railways, HS2 and aviation. He is a graduate of Worcester College, Oxford University
